To clarify what was done, I actually changed some boot up settings for the ethernet on fb0.
I went to /etc/sysconfig/network-scripts/ and modified the ifcfg-eth1 and ifcfg-eth3 files. I basically changed "ONBOOT=yes" to "ONBOOT=no" in each file. This was in addition to the "sudo ifconfig eth1 down" for shutting them down while the computer was running.
Similar results can be achieved with the network GUI, which can be run with "sudo system-config-network"

Summary:
- Frames were not being written. This was because of disk full conditions. We deleted old files and restarted everything.
- FB0 network setup wasn't good. Joe fixed this with ifconfig.
