Please don't use red WIMA (or any film) capacitors for power line bypassing (decoupling). These are for audio frequency signal filtering.
Use high-K cetamic caps (~100nF) for bypassing. They should be placed as close to the chips as possible.
In addition, 100uF electrolytic caps should be added to the regulators to prevent regulator oscillations.
